The normally steely Catherine Willows (Marg Helgenberger) faces her own dilemmas when she wakes up in a motel room, unsure if she has been sexually assaulted. And fellow CSI Greg Sanders (Eric Szmanda) finds himself the victim of a gang beating after he witnesses a brutal attack. In a nice homage to the Who--whose song "Who Are You" serves as the theme song for the series--singer Roger Daltrey makes a guest appearance in an episode called "Living Legend." Daltrey portrays a man who may or may not be responsible for a series of modern-day murders--even though he reportedly had died in the 1970s. The Who frontman, who has some acting credits under his belt, is perfect playing an enigmatic (and possibly crazy) man who is never quite what he seems. Throughout the season, Grissom and Co. are plagued by a serial killer who taunts the CSIs with clues left at the scene of the crime, whose calling card is a series of painstaking miniatures replicating his atrocities. The season finale deals with the Miniature Killer going after one of the CSIs. Whether the investigator lives or dies won't be known until the eighth season, but it's a breathtaking finale befitting this quality drama. --Jae-Ha Kim

Everything takes place in real time, which means no flashbacks, no flash-forwards, no handy time-dissolves. Every strand of the plot has to be dovetailed and interlocked so things happen just when they should, in the right amount of time. Not that easy. Creator Robert Cochran and his team of writers and directors have done an impressive job of putting the jigsaw together and keeping the tension ratcheted up high, as federal agent Jack Bauer (Kiefer Sutherland) runs around L.A. trying to stall an assassination attempt on an African American presidential candidate and rescue his wife and daughter from the clutches of the Balkan baddies. Twists, turns, revelations, and cliffhangers are tossed at us with satisfying regularity. It's not perfect: we get some hokey plot devices (instant amnesia, anybody?); the final twist makes no sense whatsoever; there are altogether too many huggy family moments; and as for Dennis Hopper's "Serbian" accent.... Even so, this is undeniably mold-breaking TV. Sutherland, rescuing his career from the doldrums in one heroic leap, fully deserves his Golden Globe. Sets and locations are artfully deployed, and Sean Callery's score is a powerful, brooding presence. Like Murder One and The Sopranos, 24 is one of those series that future TV thrillers will be measured against. --Philip Kemp

But enough questions are left unanswered for the theatrical X-Files movie, which was released the subsequent summer, and the seasons that followed. Supporting characters like the Lone Gunmen, Agent Krycek, the Pusher Robert Modell, and Fox's father and sister Bill and Samantha Mulder are flushed out in more detail in several episodes that occasionally jump back in time to cover the prehistory of the X-files. New chess pieces are introduced, each raising new questions: the clairvoyant child Gibson Praise, Agent Spender, faceless alien resistance fighters with pyromaniacal tendencies, a child who may be Scully's, and Mulder's old flame, agent Diana Fowley (Mimi Rogers). All the time, no one knows who will be assassinated next, who is or isn't dead, just who isn't potentially a child of the Cigarette Smoking Man, and why the base of the neck is everyone's vulnerable spot. The creature feature stand-alone episodes vary in quality, but all are redeemed by the outrageously funny self-parody episode "Bad Blood," a fan favorite that guest stars Luke Wilson as a small-town sheriff who catches Scully's eye. Finally, "shippers" (fans who would love nothing better than to see Mulder and Scully act upon their feelings for each other) get a heavy dose of the usual sexual innuendo and lingering, tender glances between the attractive costars. Mimi Rogers and Luke Wilson incite palpable jealousy between the leads; the appearance of a wedding band on Mulder's hand in a back story hints at stories not told; and the usual extreme and dimly lit crises illustrate just how far Mulder and Scully will go for each other. Amazon.comOriginally called Sex Crimes, executive producer Dick Wolf wisely opted for something less lurid when the second in the inexhaustible Law & Order franchise hit the air in 1999. Still, as the opening voiceover makes clear, the "sexually based offenses" investigated by New York's Special Victims Unit can be "especially heinous." This six-DVD boxed set includes all 22 episodes of the first compelling season. Wolf penned series premier "Payback," which sets the scene, but not the tone. It's a lively, if uneasy mix between horror (rape) and comedy (risqué banter). As the show progressed, humor would be written out altogether (leaving Richard Belzer's Homicide-derived John Munch with increasingly less to do). Less emphasis would also be placed on the home lives of this "elite squad of dedicated detectives." Mostly, "Payback" introduces us to the unit, centering around partners Olivia Benton (Mariska Hargitay) and Elliot Stabler (Christopher Meloni). For two people with so little in common, they make a terrific team--arguably one of TV's best. Stabler is married with four children; Benton is single and her closest relationship is with her mother (Elizabeth Ashley). While Stabler can get a little rough with suspects, Benton tends to over-empathize with the victims. They report to the no-nonsense Captain Cragen (Law & Order vet Dann Florek). Like the parent program's Lenny Briscoe, he's a recovering alcoholic. Dean Winters and Michelle Hurd round out the rock-solid cast. As it would continue to do in successive years, SVU's first season proved that network TV could explore sex crimes without being salacious or exploitative. "Uncivilized," for instance, concerns a child murder that is automatically pinned on a local sex offender, when the actual perpetrator isn't quite so obvious. "Disrobed," in which Brian Cassidy (Winters) leaves the department and Benson (with whom he had a brief affair) shoots a suspect is another standout in a strong year. SVU was followed by Criminal Intent in 2001 and features several guest appearances from Jerry Orbach (Briscoe) and Angie Harmon (Abbie Carmichael) from the original Law & Order. --Kathleen C.
